Wondering best economical way to heat a rented a building which currently has storage heaters?

Hi all, I'm currently renting a building which uses storage heaters for heat. The storage heaters are about 15 years old. Any suggestions on a better solution to treat the building? Thanks

Insulation is the best option, or install a split AC unit and use it in reverse-cycle during the winter.

Mini split heat pump would give instant heat when needed & be cheaper than the storage heaters. Problem is you'd be looking at €4k to €5k for the average apartment.
