Why dont more people use mopeds/scooters?

In European cities there are much more scooters than Irish cities. Here it seems 90% of them are for fast food deliveries only. So why dont Irish commuters buy scooters? It could be the key to freeing up the streets of Dublin and Galway in particular.

The first one that comes to mind was the Velo Solex. A very very lethal yoke that could only be contemplated on a dry summer day. Even the humble H50 ( mid 60's ) was several orders of magnitude safer than a Solex !

The amount of heavy stuff high up ( engine etc ) had a lot to answer for
edit : anyway it was 2 stroke so now would only get passed 'cause its, er, Vintage
