Do foreign tax residents get any privileges? (compared to a tourist)

For expats living in Ireland, more than 6 months of the year, and being a tax resident, paying tax. Is there any benefits/perks compared to a tourist, staying for 5 months, not paying tax. Like, access to public healthcare, public schools for kids, social security, voting rights?

Healthcare requires ordinary residence, which pretty much.means intended to stay ( there's no che h that you didn't change your mind in 3 months). So yes.
Social welfare requires habitual residence (have been here 2 years, or xan proce you've several ties with elsewhere). So no.
