Apple TV 4k VPN and BBC iPlayer

Hi, I have installed VPN on Apple 4k box,connected to UK server,Created new Apple ID,Location set to UK, set payment method to none. i have used an address and just put in postage code A33 3AA. I signed in to Apple 4K but I am still not seeing Uk apps. Anyone know what I am doing wrong
