Sounds like New York City is partially reverting to its very funky and crime-ridden 1970s days, when films like Taxi Driver showed how seedy and dirty Times Square had become back then with hookers, thieves, drug dealers and adult cinemas.

The city was declared bankrupt in 1975 and the then President Ford told them to "drop dead" when NYC's mayor looked for a federal bailout. From the late 1980s onwards the city really began to clean up, with a tough on crime mantra.

It was a great time for creativity though - Blondie, Devo and Talking Heads among many other new wave/punk groups emerged from that environment.
