Planning fees for a housing development

Would anybody here know how Architectural/Engineering practices calculate planning stage fees for housing developments of about 60/70 units or more? This is not a sector that I work in personally so I have no idea myself. Thanks

Different practices would have different methods and scales based on scope.
But it's typically around 30% of the total fee in my experience.
