Disclosure to KCC

    Girlfriend is living in an apartment block that is rented from Kildare County Council.

    All in all, a pleasant spot, neighbours are good stock.

    However there was one guy, used to have parties, dog issues and would hit elderly residents up for money which would not be returned, unsure if he had addiction issues but that's irrelevant.

    He has gone from his assigned apartment and is subletting it now.

    The people in the apartment work in some sort of construction related job because most evenings they bring home the refuse from whatever they've being doing that day e.g. tiles, carpets, cardboard boxes etc.

    So the bins are overflowing with this stuff and the residents have no room to put their rubbish in. Also the new 'tenants' have taken to dumping their refuse on the green area at the back of the complex, so now it's a right state.

    Girlfriend contacted council and was told she had to give her name and apartment number if she wanted any action to be done, they also wanted proof of the above.

    She said she didn't want to give her name and apartment no. as naturally she is scared of repercussions from the guy who is subletting or the new 'tenants'.

    The person who is over this type of thing said she was making a 'vexatious' disclosure and perhaps she is staying illegally in the apartment if she wouldn't give her details.

    She asked under what ACT is she protected from the people she is reporting finding out who she is.

    He said that's the job of the Garda, to 'protect' her from intimidation or harassment.

    Just looking for opinion or what she could do next.

    Go to a local councillor, they can probably bypass Billy Jobsworth who answers the phones.

    Who ever the management agent is for the management company, they need to be contacted. They have to get in contact with with the owner of the apartment, whether it is KCC or a private individual. As with all apartment complex, bins are for domestic household rubbish and not for rubbish to be brought in.
