Vat back when exporting goods - how to claim

I'm back in Ireland for a short holiday, leaving soon to return home. I'll be bring some goods with me (suits, whiskey, etc), value under 2,000 euro.

I am aware the goods are eligible for vat back. But I'm not sure how I go about claiming it.
There is an agent at the airport (planet tax I think), but it appears they will only process claims from retailers that are signed up with them. Presumably as that's where they get their cut.

Is it possible to claim independently, or via another agent?

20+ years ago, before my country joined the EU, i had to request a taxback for every purchase in the shop, for clothes and other non groceries. And purchased alcohol at the airport. There are more taxes on alcohol than just vat, huge difference in price for eu and non eu destinations

Purchased alcohol at the airport is already tax discounted. That what duty free is, and also why there are two prices.
I was referring to the process for claiming tax back on goods purchased on the high street (for example).

The citizensinformation page outlines its possible, but doesn't have any information on how to do it.

Thanks @con747. Seems to confirm my fears. That even the purchases are eligible, whether or not you that process the refund is up to whether or not the retailer is actively participating. The Agents are the airport are not interested unless you've goods from a retail that's signed up to their agency.

Seems very restrictive and not at all like other countries where you present the goods at the airport, and a get cash refund.
