Structural Certificate for extension

We got a 1st floor extension on the house a year and a half ago. Someone just mentioned to me that I should have got a structural certificate to validate the work done, cos if I don't have one, I'll have trouble selling without one if we ever decide to sell.
Should I be able to get the builder to pay for an engineer to produce one at his cost?
