When I wrote BusSched (link in sig) I downloaded the SDK from http://www.palmos.com/dev/tools/core.html
They also list useful newsgroups:
http://www.palmos.com/dev/tech/web_resources.html

I develop on Windows using cygwin, gcc and prc-tools
I use the online docs at PalmOS.com.

The simulator is great for testing.
If you need specific help let me know. What type of app are you working on?

BTW, the SDK can be quite frustrating.
