    Well, although I dislike them because they are slow as hell, I understand that some people just don't want to bother downloading an IRC client and then getting the right server etc etc, so, here is the URL to the IRC Applet I see most, it also seems to be the best one..

    >>Applet:: http://www.jpilot.com/java/irc/download.html

    and, although I have never actually implemented the applet myself, this configuration help site appeard third in the Google ranking on my search for jIRC, so, I suppose it deserves a mention..

    >>Config:: http://203.147.240.14/jirc/

    Hope this helps!!

    Try the applet on: http://www.jpilot.com/
    I have used it and its easy to install and looks a lot better than most javaapps available

    do any web / applet interfaces allow irc through port 80 for poor fools like me behind a firewall without any port open other than 80?

    java interfaces wont, because they run on your machine directly (security) meaning that you have to connect directly to port 6667 or likewise.

    Perhaps try a perl/php script on a webhosting account to bounce, failing that use bounce or some other software on shell account that does'nt use http.
