    This was announced on the Internet Society mailing list, and it doesn't make clear whether the survey is open to just ISOC members or the general public. I'm an ISOC member and I say "general public". :)
    Cyber-Survey #17 - Internet Connectivity

    This survey is designed to get an understanding of how you connect to
    the Internet, how much you pay for your connectivity and how you rate
    the reliability, performance and value for money of your connection. It
    also looks at factors that you consider important when selecting your
    connectivity provider.

    In many countries, deregulation has led to increased competition in the
    ISP area. Elsewhere, a limited choice of connectivity options is keeping
    prices high and holding back wider use of the Internet. Your
    participation in this Cyber-Survey will help provide an overview of the
    current situation and trends around the world.

    Please take the time to add a comment at the end of the survey, because in truth it's a pretty naive survey that doesn't take many factors into account. Here are my comments:
    Ireland APPEARS competitive but in reality isn't, because the incumbent is strangling competition with high wholesale prices and litigation. Line rental needs to be factored in too, Ireland being the highest in Europe at €8 above the European average. Product choice is terrible, with most operators choosing to resell a very poor (128k upstream) bitstream product from the incumbent, primarily because of issues with the Local Loop Unbundling process caused by ineffective regulation of the incumbent.

    The most revealing question is the one which asks you to select from the following price bands........ we go straight in at number 1 for the most basic service........
    < USD 10

    < USD 70

    My most recent phone bill looks like this..........
    Line Rental.................. &#8364;40
    Broadband home starter....... &#8364;66
    Calls......................... &#8364;4
    VAT.......................... &#8364;23
    Total....................... &#8364;133
    

    Taking out the €4 worth of calls (which I would hapily make using my mobile) and the associated VAT of €1, I am paying €128 per month to have DSL based broadband.

    We have the pleasure of being off the scale for eircom's most basic service. I don't want a landline. I don't need a landline. The only reason I have a landline is so that I can get ADSL. I want raw DSL. Yet I am forced to pay well over USD110 per month, puttng me into the highest band in ISOC's table for an entry level service.


    Rip Off Ireland or what.

    Here are my comments:

    Problems in Ireland are:

    1) Monopoly of access infrastructure in most areas.

    2) Lack of regulation ensuring basic internet access for everyone in the absence of competition leading to under investment in legacy infrastructure.

    3) Over-reliance on the reselling of services from one company in the absence of competition leading to high prices and late devevelopment of good services.

    The results of this survey were published today; loads of responses from Ireland, in fact second-most only just behind the US. Two specific mentions of Ireland and a "local consumer group" - I wonder who that could be - including a single sentence that sums up the recent OECD report in a simply wonderful way. The second mention seems to be confusing bitstream and line rental pricing, but a point is still made anyway.

    Presumably ComReg will be publishing the results of this survey and the OECD report in their next Quarterly, because they're a truthful organisation that wouldn't try to pull the wool over the eyes of consumers or politicians in any way, shape or form.

    Anyway, well done IrelandOffliners; things like this sometimes don't seem that important, but every time you set aside that few minutes you put another bullet in IrelandOffline's clip!
