    I thought it's only Smart Telecom having this sort of agreement??

    All providers now provide single billing. Comreg forced this issue a while back. But the line rental is still Eircom's - it's just that the provider has to pay them on your behalf rather than you getting two bills. Smart is an LLU provider which means that they're not using Eircom's equipment so they can charge (or not charge) line rental as they wish.
