If groups of users with agendas is a problem, and mods making 4rses of themselves is a problem, one solution is to make it so that a mod can move a thread to the forum he/she mods as well as away from. This means that mods cant play thread wars with each other by moving threads into other peoples forums. As AH is the biggest culprit, maybe make it so that mods can move threads out of only AH.
