To anyone's knowledge is there a decoder or some such device that can be bought, without the need of a monthly contract, to get the British terrestrial television channels?

Any FTA satellite receiver will allow you access to all of the BBC channels at 28 degrees east. You will also get a load of FTA channels. It's possible to get a FTV card to get access to ITV1, ITV2, Channel 4 and five if you use a sky digibox.

For more info on this see here

Depending on where you are you may be able to receive digital terrestrial channels, but you would be reciving the analogue versions already if you could so I don't think that is an option for you.
