    From Enn:
The Irish Examiner reports that the government could have made a EUR20 million saving on its telecoms costs if it had put the deal out to tender, according to telecoms firm MinuteBuyer. The Department of Finance has rolled over its estimated EUR60 million-plus-a-year deal with Eircom for fixed telephony and internet services. MinuteBuyer chief Brendan Moran said the rates that Eircom is charging the government are 30 percent to 40 percent higher than the rates available in the Irish marketplace.

How can the Government avoid having to tender for such a large project. Does the EU not require that all public projects over a certain size be put out to tender ?

If I recall correctly, the Govt had the option of rolling Eircom's three year (tendered) contract over for a fourth year or else going out for a new three year tender. They chose the "roll over" option.

    Battle will recommence next winter.

Would have sworn that EU law is two years with a third year extension if everyones happy. But then it MUST go to public tender and be advertised.

It is so much easier to roll over. And what difference will the waste of 20 millions of tax payers money make to the civil servants opting for it?
    None whatsoever.
And as long as no brown envelopes are involved no questions will be asked.

The Govt. VPN business is worth 150M a year. Only 60M has been renewed with eircom so the other 90M should be up for grabs. This is not great for eircom.
The Govt has already given the Institute of Technology VPN contract to Smart and slowly but surely OLO's are winning other Govt. business (Local Authority and HSE).
