    Its simple set up an initiation perios where admins check out the ip of all new users,
    That will stop chilipop coming back

    No it wouldn't. He could post from a net cafe or start a new account there etc.

    Also most people aren't on static IPs.

    Etc.

    And initiation periods would not be a good thing generally in my mind. People might just be reading the site, stumble across a thread that piques their interest and want to post on it. If they had to wait 3 days or so then they probably would lose interest and not bother.


    You are also assuming that the admins/mods have time to check the IP of every person who joins this site. That's more than a little unfeasible.
