Ur best bet is prob to go to a fabric shop and get em to cut u a yard of lycra...or a bit more depending on ur size/shape etc...a few stitches to seal it shut and bob's ur uncle!!

I finally remembered where I last saw skirts like that. On Egyptian wall reliefs depicting women and goddesses. Bastet, 2nd from right. It's difficult to walk in long tight skirts in any century.
