Need hotel recommendations

I have some trips coming up soon and I need some recommendations on where to stay, in all 3 instances I want to be fairly central.
Of the 3 cities I am visiting I have only been to one before (Amsterdam twice and both hotels were ****).

Anyway, here's the list:
Milan late August.
Toulouse early/mid September
Amsterdam late September/early October

Downtown, decent quality (3 star).

Sorry man - I was in Milan once but I was staying in a 5 star hotel just outside the city. Very fancy (of course I wasn't paying)
