Moving Flats (Dilemma)

A friend of mine would like to move out of his bedsit but is currently unemployed and claiming rent allowance. He has been living in the bedsit for over 2 years and must give the landlord 56 days paid notice or forfeit his deposit and possibly a good reference. Because he is currently unemployed he cannot afford to pay the landlord 56 days, (€900) and the new landlord 1 months rent and a months deposit. So, at the moment it seems that he is stuck in this cramped bedsit which is now too small to hold all his stuff.

My question is, is he entitled to help with a new deposit if he finds a new place before his lease on the bedsit is up or will he have to come up with the money himself. He has worked it out at around €1,400 that he will have to come up with to fulfill his end of the lease and to pay the new landlord 1 months rent and 1 months deposit which is money he doesn't have. Thanks in advance for any advice, Paul.
