distributing xls over web

Hi i have a client that wants to sell an xls over the web. However he wants to introduce licences for 1user, 2users etc etc Does anyone know how to protect an xls so as 1 can buy and 100 can use?? (i know this prob is not the right place but i thought id try anyhow) Tnx

xls is the Excel spreadsheet format. Do you mean xsl?
