Problem using paypal

Hi i have just registered on e-bay and am trying to buy something - when I go to paypal to enter my credit card details it says that this card is assigned to someone else - as far as I can remember I never registered before - I tried contacting paypal via email but the message was returned to me! What should I do?

Are you sure that they have the correct spelling of your name? Was there any typos when applying for the card / signing up with paypal?
Is it in your spouses name? Is the address that your CC issuer has for the card the same as the one you entered in paypal?
