Just wondered if it was up to the landlord or the tenant to pay the bill for the bins each year?

If its an apartment its usually included in maintinance fees for the block, which the landlord has to pay.

If its a single dwelling the onus switches to the tenant. Thats what the lady at the council told me anyway.
