by 08/09 there should be some decent regens on the scene. Get your scouts out and about, look in the less expensive league, france/greece/turkey/scandinavia. Then once your scouts come back with some likely suspects have a looksee.
You should be looking for youngsters with high flair, off the ball, technique, pace and finishing. These are the least likely attributes to increase over time.
First touch, heading are bonuses.
