there's a bit over the door that's plastered, will i be able to paint the wall, or do i need it plastered?

Looks to me either a layer of bonding or its old plaster with some newer plaster over it.Id say no worries painting over it,just maybe some polyfilling to get rid of the ridge were new plaster meets old plaster.

    Hi,

Just looks like two different colours of skimcoat, sand down the joint between them and you should be ok.
