I'm looking at a 5.5m RIB with a 50HP Outboard. Requirement is for cruising, picnicing around on fine days in Roaringwater Bay and maybe some lakes. What would the be the maximum sustainable sea and wind conditions for such a RIB ?

Not more than moderate sea conditions and force 6. If you are going on open sea you should also carry a small back up engine.
