Component for User Quering?

    I'm looking for a decent ActiveX/Web based solution to allow end users perform basic queries on a database, either on it's own, or as part of a larger bespoke system.

    Criteria should include:

    1) Must be able to work with Oracle 9i+ (even if through ODBC)
    2) Must be able to define a data dictionary/metadata & table relations to hide complexity from end users
    3) Must be completely operable from a browser (including query/report design functionalty)
    4) Must be cheap!

    I've worked with and implemented some high-end BI software such as Cognos/B.O., but I don't want to go for anything like that as it's too expensive for the client and possibly overkill too.
