No. You have to be a graduate. (I.e. you have to have a degree from the university, not just a diploma.)

(Plus, I'm sure you didn't mean to suggest otherwise, but if the rules were changed to include diplomates, then diplomates of the NUI would vote on the NUI panel, not the TCD panel.)
