Federal means that their current purpose is ordered and paid for under the US government, which runs the US, a Federal Republic (so is Germany). As such, "federal orders" means that an agency of the US government has authorised it.

Basically it means jack **** but it sure sounds important

I would assume that the US has several oil tankers of it's own. These ones are being hired from private companies, which means means:

a) they actually don't have tankers of their own and do this all the time to get oil around

b) they have tankers of their own which means *really* there are way more being used, but are miliatry ones so we don't know about them.

I don't understand the Red Army bit though. I thought that means communist? Or what? WTF is he talking about?

us planes are already in the gulf and have been for quite some years enforcing nofly zones, have they not been using fuel during this time? (even though they dont use oil) ..

what about the two us ships stationed in the gulf? are they dry as well?

and why would one be going to japan? are the us bombing them as well?
