I bought a house about 4 months in a courtyard development with a variety of Duplexes and Apartments. Part of the deal was that we have had to pay an annual maintenance fee of €1000. The builders are now gone the Management company has taken over the running of the development. However it seems to me like they are not…

If it's in the contracts, then you have to pay it. Simple as that.

In most cases, it's the council, through planning permission applications that force developments to have a management company.
