Meteor sim packs in SU Shop

The E9.99 sim packs sold in SU Shop, are they the same as the E20 packs you buy in Meteor outlets, only that they are E10 cheaper? How do I claim the E80 free credit on these 9.99 packs, anyone bought them in the SU Shop?
