    In the context of 'that thread on the security board'...

    I would interpret r33ted as being derived from:
    l33t and r00ted, perhaps being 'rooted' by a script-kiddie.

    l33t : elite
    rooted : to gain root (super-admin) privilege on someone's nix box.
    nix : unix / linux (and variants of)
    box : computer
    script-kiddie : person with little or no knowledge of system security, that depends on programs developed by more experienced hackers/crackers.
