UTV Flat rate?

Does anyone have any knowledge as to when or indeed if UtvInternet is ever going to offer thier GlideTime package here in the teleco third world. The regulator has made two numbers availiable if I remember right, so whats holding them up, I had hoped they would be a bit brave and take the lead. Mike.

UTV, like Esat, are unlikely to introduce a flat-rate retail product until Eircom introduces a flat-rate wholesale product - "not commercially viable". I don't think UTV are interested in unbundling loops, so that means bitstream, and bitstream PSTN will be waiting behind bitstream broadband, if it's even on the cards.
