Can you tell me if the ODTR is willing to apply similar fines to motivate Eircom to make a move on this issue ?"

    They replied:

"Thanks for your email. You may be interested to learn that we have a similar regime to oftel here in Ireland - our Decision Notice 01/37 (available on our website) set service level agreements for LLU and penalties on the 18th May 2001.

Service level agreements apply once a service has been requested. To date only collocation has been requested by one operator in Ireland, and that site has recently been signed for. This site was negotiated by the parties outside the service level agreement regime as it was the first one. No operator has yet requested loops to be unbundled and therefore the service level agreement has not been invoked.

Now that the first site has been signed for, we are expecting this
operator to order a further number of sites this week. "

    Interesting.

Hopefully if they request more exchanges for unbundling and the limerick one is a success, it will start the snowball rolling.
