Is this the bug that's actually a quirk? You click on the hand,
holding down the button, drag pointer out of the window vertically
(or any way that isn't west) and drag the pointer round and bring it back in the left hand side of the window, causing the 'hand' to go left really quickly to regain it's proper location?

Or, if you don't want to cheat, just set your pointer motion settings to 'fast'
