Sometimes you have to start with the obvious...

are they all using the same network protocol(s)? Is any one of them acting as a PDC? Have you got NetBEUI installed?

ok have u got tcp/ip installed?
are the ips all different? they should b
    is tcp/ip the default protocol.

netbeui is ok for just pull files to and from and is the easiest to set up.

Plus, don't you need NetBEUI to actually "see" the other 'puters - as in have an icon show up for them in Network Neighborhood?

Worth considering also, - do you have file/printer sharing enabled on all the PC's?

Dont mess around with a PDC for 4 pcs.
Check they're all useing tcp/ip with manually assigned ips. Use a reserved range such as 10.1.1.? with a netmask of 255.255.255.0 (you can get smaller reserved groups but makes no difference).
Make sure file/printer sharing is enabled.
Make sure they all have the same workgroup.
See if you can ping the machines you cannt see in network neighbourhood from a pc. If you can then its your windows networking setup is bent, if you cannt then its either tcp/ip or the wireing.

Could be browse mastering. Go to the network properties and double click the file and print sharing service (ie. NOT the button, the listing in the main window). Set browse mastering for one of them to enabled, and disabled on the others. Boot the master first.
Presuming you've followed the other steps here already that is...

you dont need netbeui installed for anything, tcp ports 137-139 are used by windows instead for filesharing/netbeui stuff
or even ipx protocol, if you have that installed for games already, you can use filesharing over it
