Just uninstall winamp and slap the user.
Then try reinstalling it for them. Because it shouldnt cause trouble like that. The user who installed it didnt have anything more than standard priviledges did he? (Ie wasnt a poweruser or some such crap).

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

    Winnt\Profiles\All Users\Start Menu\Program Files\Startup

Theres a similar folder in the users profile, but its unlikely to be there since the new user can see it. But, just in case it propogates itself (Some do)
    Winnt\Profiles\%Username%\Start Menu\Program Files\Startup

    Should be one of these.
Also if it's the latest version look for the Winamp agent starting up, or a file it was associated with (Eg. a Wave file he stupidly put in startup instead of using the windows sounds section).
