Blackbox for Com Port?

probably the wrong description but... I want a box I can move gears via the Com Port. I'm not overly worried about software (as I can write that) it's just the actual box. I want to mount a webcam and be able to move it using the box. Anyone know of anything like this? Or what I should ask for? I was thinking of getting…

There must be cheaper ones then that. At that price I'd buy a Electronics for dummys and a soldering iron.
