I have never found a catchall. Many independent bands and artists have mp3.s on their websites. Many also have pages on MP3.com and such sites. Some webzines including http://www.cluas.com/ and http://www.thumped.com and http://www.wheresthecraic.com/ I made myself a little webpage of these links that is accessible through my signature. As far as getting mp3.s of those bands somewhere between independence and superstardom (too concerned about record sales to throw you a bone on their website and not big enough to be found on winmix or gnutella) this remains a challenge.

Go to sites like
www.vitaminic.com
www.garageband.com
www.deo.com
etc and search for the band name, most bands sign up to these site for a bit more exposure
