    What kind of internet backbone failover system exists in Ireland to ensure connection is not totally lost?

    Well if INEX went down, Ireland would be fairly "disconnected". But most companies have backups of their main lines. Sometimes, they just run off these lines, and don't bother fixing their main lines! (j/k) Heanet, who connect colleges, and government departments to the internet, have a fair bit of redundancy afaik.
