Packets Per Second

We've got a 256k leased line, yet I'm trying to figure out what in reality that means and whether or not we need more or if this is plenty. So, the only real mechanism on the unix box that I seem to have to judge this is "Packets per second" so I was trying to figure out what they mean and I don't have a clue!
