The Wicklow Local Loop?

I don't know if Local Loop is anything to do with waht I heard. But in HTML cvlasses tonight, Gillian was saying that Wicklow and another county are going to be the first to benefit from Fiber Optic networking ? Anyway, ity was Broadband related, can anyone help me with some light ?
