Mouse trouble of sorts

You know when you hold the mouse curser over most items in windows it shows the description of what it is? Well mine wont - it used to but over the last few days it has stopped doing so, wheres the switch to turn it on if there is one? OS: Win XP Mouse : MS Inteli-eye mouse

Try right click my computer go properties/advanced/performance sounds like you may have it set to performance rather than pretty .
