You running active directory ? If so use group policies, or just set up a local system policy

i'd prefer to not limit it to usernames, just to specific pc's. Some application that would allow a password to be entered to remove the restrictions. any ideas?

Group policys setup on the pdc will do fine. You can create specific settings for specific pc's or groups of pc's.

You can limit just about anything, eg no acces to control panel, search, run, a: drive etc.
