i saw this on NTL.ie and i want to know whats the deal with it :

Do you want a cost effective high speed internet connection, for a competitive monthly fee - with no online charges?
Then welcome to ntlworld.ie via cable modem

This is the super-fast internet service everybody’s been waiting for and ntl can make it a reality for you.

With our cable modem you’re on the net and where you want to be – in a jiffy. It’s up to 9 times faster than a standard 56k modem and up to 4 times the speed of an ISDN line. So you can download files and web pages in seconds, not minutes. You’ll never yawn with video streaming online at incredible speeds and you can enjoy online radio and gaming without tedious delays. Just switch on your computer, click on your browser and - wwwhoosh! – you’re on the web. With ntlworld.ie via cable modem, your phone line will still be available for personal use whilst you’re on the net.

For more information on our cable modem service please contact us at cablemodem@ntl.ie "

Its currently available in selected regions around the country... and is seemingly quite good.

I'd suggest for more information you mail the address you just posted or ring them up and inquire.

NTL were providing cable a while ago, around Christmas (when I got cable), in the area around Tallaght and Templeogue in Dublin. They stopped offering the service tho in early Spring for some reason. I dont have any idea what NTL are up to now.
