    yep.. ESB and Eircom had big plans for this about two years ago, unfortunaly as already stated the interference on the lines was just so great that usable signals couldn't be generated.
    It has very much been put on the back burner at this stage if not scrapped entirely by the ESB.

    The PLT (Powerline Telecommunications) group are the ones doing(who done) most of the research.. http://www.etsi.org is their homepage if anyone is interested in the protocol and how it works.
