    Neither DSL nor flat rate are products which are available in the Irish market, so they can't be factors in any review or survey really.

    New Connections is, according to the press release, an "Action Plan on the Information Society". So it's a policy document, in fact it's the Taoiseach's policy document. Which shows how much of a dummy the Taoiseach has become, n'est ce pas?

    Fórfás is the only governmental agency that has recognised the need for a flat-rate Internet product. The Taoiseach chose to ignore their recommendation to roll it out.
