That's normal for Win98. I gather it's to do with Windows rebuilding ShellIconCache to include whatever new icons the new software has introduced to the desktop.

Install tweakUI.. there is an Icon rebuild option there... should work.. also try pressing F5 on the desktop (refresh). Oh and if you have that stupid active desktop on... turn it off!
