I thought the tools came with OpFlash? What about the mission editor thing?

It's the model editing tools.

there are mission editors and even an Island editor (wrpedit)

The Oxygen tools are the ones they use to make all the current models and allow them to be TnL accelerated, unlike the hacked method which just rips the textures and attributes and replaces them with the desired weapon/tank/whatever
