    If they won, wouldn't they have to attempt to claim royalties from everyone who owns/operates a web page, otherwise those who did pay up could claim they were singled out? They were doomed to fail no matter what.....

    Nope. They were trying to hit up the ISP's for the money, and the ISP's would have transferred the cost onto the end user. Everyone uses ISP's.

    Well, they were, since there was crystal clear examples of prior art. You'd wonder exactly what they were trying to achieve by this. I wouldn't be surprised if there was an ulterior motive.
